摘要： 摘要：张掖市甘州区肉牛产业在升级过程中面临着龙头企业带动，利益联结，综合服务保障等战略性问题。作者重点从提升肉牛产业基地的组织、示范和推广能力，高价值销售渠道带动能力，综合服务保障能力和高等级资源与生产要素吸引能力4个方面探讨了促进张掖市甘州区肉牛产业升级的战略举措，并从建立产学研合作平台，建加工流通型和经纪服务型产业链，推动肉牛养殖基地升级，建立综合保障体系的角度提出解决肉牛产业升级战略性问题的策略。

Abstract: Abstract：Cattle industry in Ganzhou district of Zhangye city is confronted with the strategic problems such as leading enterprise’s driving、benefit coupling and integrative serve ensure in the upgrade process. The artic discusses the strategic act in raise cattle base’s organize、demonstrate and generalize ability，high value sell channel’s drive ability，integrative serve ensure ability and high level resource’s attract ability to promote the cattle industry to upgrade，brings forward tactic in building cooperate flat，cultivating machining，currency and manage serve industry chain，promoting the cattle base to upgrade，building integrative serve ensure system to resolve the strategic problems above.
